CM3 (Cm3) is a contractor WHS/OHS prequalification scheme — originally developed by Greencap and now part of the Wesfarmers group — that assesses whether your business has the safety systems, insurances and documentation to work safely on a client’s sites. If a principal contractor, property manager or facility manager has told you that you need to be “CM3 certified” before you can start work, this guide explains what that actually means, what it costs, and how to get through it without losing weeks of your life.
What is CM3 certification (prequalification)?
First, a small correction to the language your client probably used: CM3 isn’t really a certification like ISO 45001. It’s a prequalification. Your client uses the Cm3 platform to check, before you set foot on site, that your business meets their work health and safety, insurance and licensing requirements.
Here’s how it works in practice. Your client sets the requirements for the type of work you do. You register on the Cm3 portal, build a business risk profile based on your trade and the risks involved, then upload your safety documentation and evidence. Cm3’s in-house team of qualified WHS assessors reviews everything as a desktop assessment — nobody visits your workshop or site. If your documentation stacks up, you’re prequalified and your client can engage you. Your Cm3 status is also portable: other Cm3 clients can see you’re prequalified, which can open doors to more work through the Cm3 Marketplace.
The decision always sits with Cm3’s assessors, not with you and not with any consultant. Anyone who tells you they can “guarantee” your approval is overpromising.
Who needs CM3?
You need CM3 when a client says you need it — it’s a commercial requirement, not a legal one. That said, the list of organisations using Cm3 is long and growing. It’s especially common among:
- Property and facility managers — commercial buildings, shopping centres, strata portfolios
- Local councils and government bodies
- Aged care, healthcare and education providers
- Retail, logistics and manufacturing companies engaging trades for maintenance work
In our experience, the contractors most often caught out are electricians, plumbers, HVAC technicians, cleaners, civil crews and general maintenance businesses — trades that do recurring work across many client sites. You quote a job, win it, and then the purchase order stalls because procurement flags that you’re not in Cm3. That’s usually the moment we get the phone call.
One more thing worth knowing: if you work for several large clients, don’t be surprised if each one uses a different portal. Many of our clients need Cm3 for one client, Avetta for another and CBRE Pulse for a third — the underlying documentation overlaps heavily, so it pays to get the foundations right once.
What does the CM3 assessment involve?
The assessment is a desktop review of your safety management documentation against the risk profile of your work. Higher-risk trades face more detailed requirements. Expect the assessors to look at:
- Safe Work Method Statements (SWMS) — relevant to the actual work you do, especially any high-risk construction work, and showing genuine risk assessment rather than generic templates
- WHS policies and procedures — a health and safety policy signed by current management, plus supporting procedures for things like incident reporting, consultation and subcontractor management where relevant
- Insurances — current public liability, workers compensation (or personal accident cover for sole traders) and any other cover your client requires, with certificates of currency that match your legal entity name and ABN
- Training records and licences — trade licences, high-risk work licences, white cards and evidence of task-specific training for your workers
- Registrations and plant records where applicable — electrical test and tag, plant maintenance, chemical registers and similar, depending on your trade
The assessors are qualified WHS professionals, and they do read what you submit. Documents that contradict each other, name the wrong entity or clearly came from a $50 template pack get picked up quickly.
How much does CM3 cost?
There are two separate costs, and it’s worth keeping them apart in your head.
1. Cm3’s own fees. You pay Cm3 directly for an annual subscription, which varies depending on your risk category. This fee goes to Cm3 regardless of who prepares your documentation — no consultant can waive it.
2. The cost of getting your documentation right. This is where contractors either spend their own evenings and weekends, or bring in help. How long does CM3 take?
Honest answer: it depends on two things — how quickly your documentation is ready to submit, and Cm3’s assessment queue, which is outside anyone’s control but Cm3’s.
For a typical trade contractor with straightforward requirements, we can usually have documentation prepared and submitted within a few business days of receiving your details. Cm3’s assessment then typically takes somewhere from a few business days to a couple of weeks, depending on their workload and whether the assessor requests changes. Each round of assessor feedback adds time, which is exactly why a clean first submission matters — every rejection cycle can add a week or more while your client’s purchase order sits waiting.
We won’t promise a fixed turnaround, because the final assessment isn’t ours to control. What we can control is getting the submission right the first time.
Common reasons CM3 submissions get rejected
These are the issues we see most often when contractors come to us after a knock-back:
- Generic template SWMS that don’t reflect the contractor’s actual work activities or the high-risk tasks in their risk profile
- Expired or mismatched insurance certificates — cover that’s lapsed, doesn’t meet the client’s minimum, or is issued to a different entity name than the one registered on Cm3
- Policies signed by nobody, or dated years ago — assessors want current documents authorised by current management
- Missing training evidence — a SWMS that references working at heights or electrical isolation with no corresponding tickets or training records uploaded
- Inconsistent details across documents — different business names, ABNs or logos scattered across the submission
- Answering the questionnaire aspirationally — declaring you have procedures you can’t actually produce when the assessor asks for evidence
Can you do CM3 yourself?
Yes — and if you have solid, current WHS documentation and a spare day or two, you genuinely can. Cm3’s contractor support team is helpful, and the portal walks you through what’s required. We’d rather tell you that straight than pretend it’s impossible.
The catch is that most trade contractors don’t have audit-ready documentation sitting in a drawer. They have a mix of old templates, an insurance certificate somewhere in the inbox, and no time between jobs to pull it together. That’s when the DIY route turns into three rejection cycles and a month of delay on a job you’ve already won. If the numbers on that job matter, $650 + GST to have it done properly the first time is usually the cheaper option.
